Description

Position Title: Procurement Specialist [Education Consultant 2]

Reports To: Senior Data and Compliance Manager of School Nutrition

 

Characteristics of the Job:

·         As a member of the Department of Education’s school nutrition office, you will be responsible for consultative and administrative work of considerable difficulty in developing policies, procedures, and guidelines for the administration and operation of the school nutrition programs: National School Lunch Program (NSLP), School Breakfast Program (SBP), Seamless Summer Option (SSO), Afterschool Snack Program (ASP), Special Milk Program, and the Fresh Fruit and Vegetable Program (FFVP).

·         Work involves identifying and assessing school nutrition needs and developing immediate and long-range plans for meeting those needs in regard to State and School Food Authority procurement, Food Service contracts, procurement trainings, and special projects. Work also includes establishing internal and external partnerships to support school nutrition, in addition to conducting administrative and procurement reviews.

  •        This is a hybrid position, with the majority of the work is conducted at your alternate work space (remote-home). Some travel is required for job related duties. The assigned on-site office space for this position is located in downtown Nashville. If you are required to report to the office, the office is downtown Nashville, TN.

Responsibilities:

 

·         Research solutions, plan projects, set milestones, monitor the progress of projects, initiate contracts, and facilitate approval of contracts through the various departments and State approval channels.

·         Create procurement templates, prototypes, resources, and guidance documents for school food authorities.

·         Work closely with the school nutrition leadership team to ensure funds for projects and contracts are spent appropriately.

·         Work with the school nutrition leadership team to update all on project and contract status.

·         Ensure all projects and contract work is on time and carried out.

·         Review and work with the nutrition staff attorney and/or TDOE legal team to approve all MOA/MOUs with universities, other state agencies, and external organizations.

·         Collaborate with nutrition staff attorney and/or TDOE legal team to provide clarity on procurement policy and regulatory issues.

·         Represent the State Agency on professional teams and task forces both inside and outside of the department.

·         Present and train as needed on behalf of the school nutrition team at local, state, and national meetings and/or conferences and training opportunities. 

·         Review and approve all Food Service Management Contracts and renewals.

·         Manage existing contracts and develop new contract documents.

·         Work with the school nutrition leadership team to maintain the online nutrition application and claiming system and help in the creation of any future Request for Proposals for the nutrition application and claiming system.

·      Build relationships with internal and external organizations and stakeholders to ensure proper procurement by School Food Authorities.        

  •           Monitor, evaluate, analyze, and follow up on nutrition program compliance with pertinent state and federal laws, rules, regulations, policies, and procedures through desktop procurement reviews.

·         Lead procurement reviews and train state agency staff on updated procurement review changes.

·         Provide technical assistance to stakeholders on procurement-related issues.

·         Conduct Administrative Reviews (both off-site and on-site portions) of SFAs to monitor for child nutrition program compliance and help resolve managerial and operational problems through corrective action plans.

·         Write and update standard operating procedures (SOPs) and process plans related to all job duties.

·         Responsible for tracking and monitoring required USDA procurement topics, providing reports to auditors and TDOE school nutrition state director and senior compliance manager.

·         Assists in special projects as assigned.

·         Serve as back-up to the Data Processing and Reporting Specialist and Compliance Specialist.

Requirements

Qualifications:

·          4-year college degree

·         Strong organizational skills

·         Ability to maintain confidentiality of information

·         Strong interpersonal and communication skills, and the ability to relate effectively to diverse groups of people

·         Proficient in Microsoft Office, Excel, PowerPoint, and other software programs

·         Ability to present material and effectively train others

·         Ability to travel both in and out of state

·         Exhibit passion, enthusiasm, and commitment to mission and vision of school nutrition

·         Procurement experience, preferred
